VALLEJO, Solano County — October 25, 2026. Vallejo City Council is scheduled to hold a public hearing Tuesday, October 27, 2026, at 7 p.m. on a proposed Inclusionary Housing Ordinance. According to the city’s planning project page, the measure would establish affordable-housing obligations for certain new residential developments or provide an alternative fee mechanism.
What did the Planning Commission recommend?
On September 9, 2026, Vallejo’s Planning Commission voted 7–0 to recommend Council adoption with revisions. Its recommended changes included lowering the proposed applicability threshold from 20 to 10 residential units and modifying affordability requirements. Commissioners also called for annual reporting about the ordinance’s impact and a follow-up feasibility analysis approximately two years after enactment. A unanimous recommendation from the Planning Commission is not the same as Council adoption.
What does inclusionary housing mean here?
The city’s proposal aims to implement a program in its 2023–2031 Housing Element. Inclusionary housing policies commonly require qualifying residential projects to provide affordable units or pay a fee supporting such housing. The exact percentage, household income categories, alternatives and exemptions depend on the final ordinance text. Neither this article nor the draft automatically establishes that every new home will be subject to identical requirements.
Vallejo is separately evaluating a possible Commercial Linkage Fee, intended to address housing demand associated with commercial growth. The city says that commercial fee proposal would be prepared for public review after consideration and potential adoption of the inclusionary housing ordinance. These are related but separate policy processes.
Where and when can people comment?
The city identifies Vallejo City Hall, 555 Santa Clara Street as the October 27 hearing location and gives 7 p.m. as the proposed start. Written comments may be sent to hector.rojas@cityofvallejo.net by 1 p.m. on the hearing day, according to the published project status notice. Residents should still review the Council meeting information and meeting-specific agenda for modifications and remote-comment instructions.
Find the underlying documents
The city’s planning site links the May 7 draft ordinance, a May 27 feasibility analysis, written comments from the spring public review and September Planning Commission materials. For anyone concerned about development costs, affordable-rent availability or the feasibility of smaller projects, those documents are more informative than a summary alone.
Vallejo News will report the distinction between the proposed ordinance, amendments considered at the hearing and any ultimately adopted requirements.
